Walk into any TA function in Singapore or Amsterdam and you'll find dashboards glowing with Time-to-Hire averages, Cost-per-Hire ratios, and Offer Acceptance Rates. These metrics are comfortable, auditable, and almost entirely backward-looking. They tell you how fast you filled a seat. They tell you nothing about whether the person in that seat will still be creating value in eighteen months.

This is the central paradox of modern recruitment analytics: we have perfected the measurement of process while ignoring the measurement of outcome.

I.The Six Metrics Everyone Tracks (And Why They're Necessary but Insufficient)

Let's be clear—operational metrics aren't worthless. They form the hygiene layer of any functioning TA operation:

**Time-to-Hire** measures velocity from requisition approval to offer acceptance. Essential for capacity planning, but dangerously misleading when used as a primary KPI. Optimising for speed alone is how organisations end up with fast hires and slow results.

**Cost-to-Hire** captures sourcing, screening, interviewing, and onboarding expenses. Useful for budget governance, but a low cost-per-hire on a VP placement that fails within twelve months is the most expensive "saving" your CFO will ever approve.

**Offer Acceptance Rate** indicates competitiveness. But a 95% acceptance rate means nothing if 30% of those acceptances result in regretted attrition within the first year. You're measuring compliance, not commitment.

**Planned vs. Actual Hiring** compares targets against delivery. Important for workforce planning, but treats all hires as equivalent—a filled junior analyst role and a filled Head of AI Engineering count the same.

**Diversity Hiring** tracks gender and nationality representation. Critical for inclusive workforce building, yet often reduced to a compliance checkbox rather than integrated into strategic capability planning.

**Attrition Rate** monitors departures within twelve months. The closest operational metric to outcome measurement, but by the time it registers, the damage—lost institutional knowledge, team disruption, re-hiring costs—has already compounded.

These metrics answer the question: "Did we hire?" They do not answer: "Did we hire well?"

II.The Missing Layer: Conviction Metrics

At Sercxi, we've observed a consistent pattern across our engagements in the SIJORI corridor and the Netherlands: organisations that outperform on leadership quality track a fundamentally different set of indicators. We call these Conviction Metrics—measurements that assess whether a hire generates strategic momentum rather than merely filling organisational whitespace.

**Leadership Velocity Index** — How quickly does a new senior hire reach autonomous decision-making capacity? Not "time to productivity" in the onboarding-checklist sense, but the interval between start date and first independent strategic decision that materially affects business outcomes. In our experience, the difference between a good hire and a transformative one is visible within ninety days.

**Decision Architecture Impact** — Does the leader simplify or complicate the organisation's decision-making structure? Our research into organisational entropy shows that each unfilled Director-level role generates approximately 2.3 layers of compensatory hierarchy. The inverse should also be measured: a great hire should collapse unnecessary complexity, not introduce new layers of it.

**Successor Pipeline Generation** — Within eighteen months, has the leader developed at least one credible internal successor? This is the ultimate test of leadership calibre. Executives who hoard capability rather than distribute it are a liability disguised as an asset.

**Strategic Alignment Persistence** — Measured at 6, 12, and 24 months: does the leader's actual contribution still align with the strategic thesis that justified the hire? Markets shift. Mandates evolve. The question is whether the leader adapts the role to the organisation's trajectory or remains anchored to the original job description.

III.Why Recruiters Measure the Wrong Things

The bias toward operational metrics isn't accidental. It's structural.

**Accountability Asymmetry** — TA teams are measured on process metrics they control (time, cost, volume). Outcome metrics (leadership impact, retention, strategic contribution) sit with hiring managers. Nobody owns the complete picture, so nobody optimises for it.

**The Funnel Fallacy** — Recruitment analytics borrowed the conversion funnel from marketing: source → screen → interview → offer → accept. This model works beautifully for transactional roles. For strategic leadership hires, it's catastrophically reductive. You cannot funnel your way to a transformative CTO.

**Vendor Incentives** — Most recruitment technology is priced on volume and velocity. Platforms that help you hire faster and cheaper are rewarded. Platforms that help you hire better have no established business model, because "better" takes two years to measure and is impossible to attribute cleanly.

IV.The APEX Measurement Framework

**Phase 1 — Signal Quality** Rather than measuring "quantity sourced," we measure signal-to-noise ratio: what percentage of engaged candidates represent genuine strategic fits versus speculative outreach? **Phase 2 — Conviction at Close** We don't track offer acceptance in isolation. We measure conviction indicators: Did the candidate decline competing offers? Did they accept without extended negotiation cycles? Did they proactively accelerate their notice period? These behaviours predict long-term commitment far more reliably than a signed contract.

**Phase 3 — Integration Velocity** We maintain a 90-day post-placement engagement with every senior hire. We track Decision Architecture Impact and Leadership Velocity Index through structured check-ins with both the leader and their reporting line. This isn't aftercare—it's quality assurance.

**Phase 4 — Strategic Persistence** At the twelve-month mark, we conduct a Strategic Alignment Audit. Has the hire's contribution matched, exceeded, or diverged from the original mandate? This data feeds back into our candidate assessment models, continuously refining our pattern recognition for what "good" actually looks like in specific market and sector contexts.

V.The CEO's Dashboard: What Should Actually Be on It

If you're a CEO or CHRO reviewing TA performance, here's what deserves space on your dashboard—alongside (not replacing) the operational basics:

**New Joiner NPS at 12 months** — Not the honeymoon score at 30 days, but the considered assessment after a full year. This is the metric that predicts whether your employer brand is built on substance or marketing.

**RRF Approval Velocity** — How long does it take to approve a requisition? This seemingly administrative metric reveals organisational decisiveness. Slow approvals signal unclear workforce strategy or political bottlenecks—both of which degrade hiring outcomes long before a recruiter makes a single call.

**Regretted Attrition by Seniority Band** — Don't aggregate attrition. Segment it. Losing a junior analyst after twelve months is a training cost. Losing a VP of Engineering after twelve months is a strategic crisis. These are not the same event and should not appear on the same chart.

**Candidate NPS by Stage** — Measure candidate experience at each interaction point: application, screening, interview, offer, onboarding. Candidates who had a poor experience but accepted anyway are ticking retention risks. Candidates who declined but had an excellent experience are future pipeline gold.

VI.From Measurement to Conviction

The shift from operational metrics to conviction metrics isn't a reporting change. It's a philosophical one. It requires organisations to accept that the most important outcomes of a senior hire take twelve to twenty-four months to manifest—and that the recruitment function should be accountable for those outcomes, not just the transaction that preceded them.

This is uncomfortable. It's also necessary.

The organisations that will win the leadership talent war aren't the ones that hire fastest. They're the ones that know—with evidence, not intuition—whether their hires are actually working.
