Real-time payments infrastructure is the most consequential technology buildout in financial services since the adoption of SWIFT. Singapore's FAST network processes transactions in seconds. The Netherlands' iDEAL system handles over 70% of Dutch e-commerce. The UAE's Instant Payments Infrastructure is scaling at velocity that surprises even its architects.
Each of these systems creates a specific category of leadership demand that traditional financial services talent pipelines cannot fill.
I.The Role That Doesn't Have a Title Yet
The VP of Payments in 2026 is not the VP of Payments from 2020. The role has mutated. It now requires simultaneous fluency in transaction processing architecture, real-time fraud detection, regulatory compliance across multiple jurisdictions, and the commercial judgment to price risk in millisecond settlement windows.
This combination of capabilities exists in perhaps a few hundred people globally. Most of them are not looking for a new role. Many of them don't carry the title "VP Payments" — they're distributed across infrastructure engineering, risk management, and product leadership functions in organisations that have already built what your organisation is trying to build.
Finding them requires understanding what they've built, not what they're called.
II.The Fraud Detection Inflection
Real-time settlement eliminates the reconciliation window that traditional fraud detection systems rely on. When a payment settles in seconds rather than days, the fraud detection architecture must operate in the same timeframe — or not at all.
This creates a Head of Fraud role that is fundamentally different from its predecessor. The new mandate requires:
**ML-native detection**: Rule-based fraud systems cannot operate at real-time settlement speed. The Head of Fraud must be fluent in machine learning model deployment — not as an observer, but as an architect who understands false positive rates, model drift, and the regulatory implications of automated decision-making.
**Cross-corridor pattern recognition**: Fraud patterns in Singapore are structurally different from fraud patterns in the Netherlands or the UAE. Transaction volumes, merchant categories, and criminal methodologies vary by market. A Head of Fraud operating across corridors must understand these differences at a level that generic fraud expertise cannot provide.
**Regulatory accountability**: Under MAS, PSD2/PSD3, and CBUAE frameworks, the Head of Fraud is personally accountable for detection system adequacy. This isn't a technology role with compliance awareness. It's a compliance role with technology depth.
III.Where the Talent Actually Sits
The leaders who have built real-time payments infrastructure at scale sit in three specific pools:
**Central bank adjacent**: Engineers and architects who participated in the design and implementation of national payment schemes. They understand settlement architecture at the protocol level. They're typically in Singapore (MAS/NETS ecosystem), the Netherlands (De Nederlandsche Bank/EBA ecosystem), or the UAE (CBUAE/Al Etihad Payments).
**Hyperscaler payments teams**: Engineers who built payments infrastructure at Stripe, Adyen, Grab Financial, or similar platforms. They understand scale, uptime requirements, and the intersection of technology and commercial risk. They're the most contested talent pool in FinTech.
**Regulated bank modernisation**: Leaders who have migrated legacy bank payments systems to real-time architecture. They understand the unique challenges of operating within institutional constraints — legacy integration, change management, regulatory approval processes — that greenfield builders often underestimate.
Each pool provides a different capability profile. The right hire depends on your organisation's specific stage: greenfield build, legacy migration, or scale optimisation.
IV.The Compensation Signal
VP Payments and Head of Fraud compensation has diverged sharply from general FinTech leadership over the past 18 months:
Singapore: VP Payments roles at real-time infrastructure scale command SGD 280K–450K base. Head of Fraud with ML expertise commands SGD 250K–400K. Both carry equity expectations that have increased 30–40% since 2024.
Netherlands: Equivalent roles command EUR 180K–320K base, with significant variation based on whether the employer is a licensed PSP, a bank, or a platform.
UAE: The market is earlier-stage but compensation is aggressive — AED 600K–900K base for VP Payments with regional infrastructure experience, reflecting the premium for a thin talent pool.
These aren't salary surveys. They're signals about where genuine scarcity exists — and scarcity is the precondition for a search mandate where precision outperforms volume.
Real-time payments infrastructure doesn't care about your hiring timeline. It ships on its own schedule. The organisations that placed their VP Payments and Head of Fraud 18 months ago are live. The ones still searching are watching their competitors process transactions in seconds while their leadership pipeline processes candidates in months.
